Report on the Activities of the Romanian Association of Reserve Officers
 

The Romanian Association of Reserve Officers (R.A.R.O.) is a non-governmental, non-lucrative, autonomous and apolitical organization that was founded on the basis of the Governmental Decree No. 26/2000 regarding the associations and foundations, and on its subsequent modifications and additions.

The ultimate goal of our association is to contribute, by all its activities, to the training of reserve officers so that, in case of need, they can participate in the defence of our country, thus actively supporting the efforts of the General Staff in this direction.

Created with assistance from N.R.R.R.M.P.U. and functioning under its direct coordination, RARO is constantly proving its usefulness by fulfilling the tasks and missions assumed in agreement with international standards established by the Interallied Confederation of Reserve Officers.

The objectives of the Romanian Association of Reserve Officers clearly evidence the scope proposed on its founding. Taking into consideration the importance that NATO, through the Interallied Confederation of Reserve Officers, is granting to all activities related to the defence preparedness of member countries based on reserve officers, who naturally arise from citizens having accomplished military training of some kind (military having not yet reached the retirement age but who are reserve officers, graduates from military institutions or civil institutions who have completed their military training) the following main objectives lie at the foundation of the activities of the association:

- to strengthen the feeling of adhesion and active participation of its members regarding the national effort to secure the peace, liberty, sovereignty and territorial independence of Romania, as well as NATO’s endeavours for creating a stable environment of zonal, regional and global security;

- to act as a link between the army and the civil society, taking advantage of the fact that the members of the Association are reserve officers and therefore active participants in socio-economic activities;

- to maintain contacts and promote cooperative activities with similar associations pertaining to C.I.O.R., in accord with bilateral agreements and the statute of this confederation;

- to contribute to the advancement of training and competence of reserve officers by stimulating their interest for acquiring foreign language proficiency, the study being organized by the General Staff.

In order to achieve its goals and attain its objectives the Association intends to:

- to exchange information of mutual interest with similar organizations from other countries;

- to organize athletic, military-applicative and training activities in order to stimulate interest for improving of individual military training among reserve officers;

- to set up its own organisms for social protection of reserve military. To this end the Board of Directors intends to introduce operational units for mutual assistance, similar to the House of Mutual Assistance, in accordance with effective legislation. These units will be established at local and central level, primarily for promoting lucrative activities of members of the association and secondly for providing them with financial support granted according to their contribution and seniority within members of the Association.

Membership of the Association is acquired based on a written letter of adhesion and after payment of the admission and annual fees.

Presently C.I.O.R. is functioning at central level and at the level of the Bucharest Municipality, with affiliations at regional and local levels being currently created.
